New Video Card Does Not Post

Hi guys,

Spent about forty minutes searching to see if this has come up before, but I couldn't find anything. If it's been covered before, I blame my ineptness with Anandtech's search feature. :p

Anywho, I just purchased a used AGP 6600GT video card to upgrade a system for a friend, and it arrived today. It was stuffed otherwise unprotected into a padded envelope, so needless to say I wasn't too surprised once I got it installed and tried to boot up that the system didn't post. What confuses me, though, and makes me hesitate to call it dead right away, is that the fan still starts spinning when I turn the system on, and the card still gets warm on the back under the chip and the memory.

Am I trying to bring a corpse back to life, or is there still a spark (hyuk hyuk) to be saved?

Some other info:

All the capacitors are still connected properly to the circuit board, and the heatsinks/fan are connected properly.
The power supply is only 300W where the manufacturer recommends 350W, but the 12v rail amperage meets the manufacturer specification (18A) which should be all that matters.
The system still posts with its old video card (GeForce FX5500) or with no video card.

IF it's a generic PSU then it was probably already sweating at 300W and if it's a BesTec PSU then it's prob a rebadged 250w PSU they put 300w on so they could sell it.

Try another PSU rated from 350 - 400 w with 20a + on the +12v rail first. IF still no go RMA the card.

It's an ASUS-branded power supply that was included in a barebone system. I don't know how generic that makes it, but it has two 12V rails rated at 18A and 16A, respectively, when most of the generic brands I've looked at on Newegg boast considerably lower 12V amperages.

Yay! This'll be fun.

I bought the card used on ebay, and paid the seller nearly $20 for shipping&handling plus insurance. What does that get me? A bubble envelope. Which cost $4.50 to ship.

So I guess now I get to file an insurance claim through the postal service, and if they decide that it was packaged horribly (which it was), I get to squabble with the seller on paypal. Yaaaaay!
