My old GTX 570 was dying, and so I bought this card to replace it after getting some recommendations here.

However, my rig won't boot up, and the monitor won't display anything when this new 7950 card is plugged in. At first I thought the card was DOA, but to be sure, I tried the card in a secondary rig, and that one would boot up and got display on the monitor.
I double checked my current rig with both my old dying video card, and a functional but cheap 9500 GT, and both of them would boot the rig without any issues at all. The old card simply causes the rig to crash when trying to play any games.
I thought I might have just forgotten something, and so I tried the 7950 in my current rig again, and it still refused to display anything. I tried both the dvi and hdmi ports and had no luck at all.
I tried uninstalling my NVidia drivers before putting the card back in, and it still would not load.
Is this card defective and it's just a very strange issue, or is something else at play here?
Advice/thoughts would be appreciated!
