He means 1:1 ratio of soldiers. So if the real battle had over 100,000 soldiers, the game would show 100,000 soldiers.
Its their game, but the publisher-developer relationship dictates the parameters within which they create it. I mean, if you give a sculptor 1 hour to create a statue out of a marble slab and it isn't finished, how can you blame him or her especially if you are financing the project? The developer/artist has the creative capacity, but the black line at the bottom of the ledger dictates whether or not they have the resources to apply their skill/talent. And it is control over and manipulation of that black line that is precisely why publishers have a business niche. Amrite?
I cant imagine how difficult it would be when you have 25 stacks of 25K men rolling on your flank.
