$300-400 with OS? You're looking at a pre-built. Probably a Pentium G6xx like this. If you want enough extra money to buy a GPU, you should look for a refurbished computer.

I don't think the system that the OP is describing is possible given the budget.

A system strong at WoW is just about any decent modern dual core or better, plus a decently powerful video card. That right there could be something like $250, not sure how strong a 6870 would be at 1920x1080 though.

A strong video editing machine will have a decent amount of RAM and a quad core or better.

A strong web streaming machine for gaming at least requires a decently powerful CPU and GPU once again.

So basically you want a quad core, and a mid-range or better video card, 6870 minimum really. That's not possible on the budget, even with the best deals around/pre-builts.

Games will not run awesome on that computer, while the base system is pretty cheap (as are the components) the fact that it will be running off the HD 2000 integrated graphics means most games will be pretty damn sluggish, no way is that going to handle WoW at 1920x1080. Unfortunately for that resolution you're going to need to save up, or just upgrade your existing system's video card.

Yeah I think this is a non-starter. You clearly have a working computer now, since you're posting on this forum. Can you give us the specs on that?

You may be better off saving up money. Can you sock away $50 a month and buy yourself a nice gaming machine in a year's time?

I didn't mean to just go buy that computer, unless you have some more money socked away. I meant for you to wait for a refurbished computer like that to be on a good sale, under $300. When you find that, we can look at low-end video cards. Or you can sock away more money and get a better overall system.

I would like to note that Minecraft can eat up a lot of processing power pretty damn quickly due to how its coded. And if you have the money for a vacation, I think you should be able to save a bit of money to put towards a slightly better machine. With a budget of maybe $500-700 without the OS we could get you a pretty good rig put together, for less than that it's more or less impossible for a gaming rig at 1920x1080 (though not sure how much you'd need to run everything at minimum at this res).

You got a good point there but it isnt easy trying to make my parents buy me a 400$ computer. Also I want to buy myself the computer because I like to earn my stuff. Also I dont really know the specs, like I said I can only give you it on sunday. Also Im 14 years old so Keep that in mind, Atm got 127$ saved up and parents might pay like 50 to 100 dollars so it makes it easier.
Thanks, Carlos

Will think about doing that, If its a good idea. Don't really need a computer atm. Thanks for the idea
