Tweaking it? As in installing plugins and such? Or are you talking about themes?

I was thinking more along the lines of caching and such to make the pages come up faster or anything like that in general. I noticed IE was much faster for downloading the pages.

Tools > Preferences > Privacy, if you want to adjust the cache. However I have noticed the same thing myself. Are you using IE6? Its noticably faster than most browsers at snatching large pages, atleast in my experience.

Yes, the newest firebird build.

Well, as long as we're not talking minutes to seconds here then tt should be fine, there may be a way to fine tune settings but I don't know it. Remember that google is your friend :)

Those files don't exist by default.

IE (IIS does as well) ignores proper TCP/IP btw, it acts alot faster when communicating with IIS servers, but slower when communicating with others. I don't know if that is still the case, but it was all not that long ago. Sorta like running RAID 0. Yeah, it's faster, but is it better? Not for a normal system.

Check the 'tips and tricks' section for all your optimization needs. Also take a look at some of the killer themes and extensions!

Oh yeah, everyone was pretty much saying that the 04/26/2003 nightly build was next to perfect, and I myself use it and highly recommend it. There are some newer builds but ever since the mozillaline forums went down, I haven't been able to keep up with the newer builds :(
