New system won't post bios.... (a7m266, 1.2 athlon-c)

Not sure exactly what it is that is causing it to do this, I haven't had this problem before with systems I have put together so I am guessing it is a bad MB or processor... Here is what I have tried:

Athlon-c 1.2
Crucial 1600 DDR
Corsair 2100 DDR
with hard drive attached and without,
with floppy attached and without,
two different video cards, agp and pci
no other hardware in slots.

No idea why it won't boot, the harddrive spins up, the fans all kick on, I know there is power, but nothing else. Any advice on what people think it could be would help.

The problem could very well be with the two modules, try them one at a time...

Sorry wasn't clear on that, I tried each one seperately and each video card alone, just to make sure it wasn't one of those items. I got through to their tech support after a while and the person thinks it might be a short between the case mounts and the board causing it to never post video but to power up drives and fans. He suggested doing a bench build outside the case to see if that resolves the short or not and to determine if that is really the problem. If it is, that will be the first time I have honestly ever heard of that, so it should be interesting ;)
