New system starts and then immediately shuts down

Hello,

I have attempted to build a dual Opteron system with the Tyan Thunder K8S Pro. When I press in the power button, the fans spin and then immediately shut down. I have tested the power supply leads with a multimeter and everything seems to be ok. I just got a brand new motherboard thinking it was that, and it didn't seem to resolve the issue. Does anyone have any thoughts on what might be causing the immediate shutdown or what I might try to resolve the situation? It does not appear to be a short as when I remove the motherboard and place it on a box it still will not start up, which leads me to believe that the motherboard is telling the PSU to shut down. But why would it tell it to shut down? Would a mobo shutdown if one of the CPUs is not working?

I'm totally lost on how to fix this or what to even look for at this point......

Full specs, including brand and model of power supply and exact(!) brand/model of memory modules, as well as how many memory modules?
 
I forgot to mention that if I hold in the reset button and then press the power button and hold it, all the fans spin. However, when I release the reset button, it shuts down.
 
you do have a fan plugged into the CPU 1 fan header right? Are yo ugetting any beeps? Sound slike your mobo is protecting your CPU.
