New System confusion...?

I just assembled my system:
Intel C2D E6420 (2.13GHz)
2GB OCZ DDR2 PC8500
Gigabyte P965 DS3 Rev 3.3

CPU-Z is showing me @ 1650 MHz (275x6)
CPU-Z

SiSandrasoft has me @ 2130 MHz

I am not sure which one is correct. The gigabyte mobo program has me at 2133 MHz. I wanted to start some benchmarks to compare stock vs my attempts at OCing but I don't want to do anything until I can sort this confusion out! I wanted to test stock HSF and the Thermalright XP120 Extreme and some temperature ratings but I can't even seem to figure out this mess.

 
C2D chips throttle down their clocks when idle, which is probably what CPU-Z is showing you. Try running CPU-Z while the CPU is under load...it should go up to 2.13GHz.

What he said. Also, CPU-Z is dynamic, so while its running move you mosue around like a nutjob, the CPU speed will fluctuate.
 
yes this definitly bugged me out too, my e6600 was @ 3.5ghz and only showing up at 2.3 in cpu-z. it was the idle, once you open some programs, it jumps back up. Thats speedstep for ya
