I just built a XP 1800+, EpoX 8kha+, Geforce 3 ti200, Sb Live, and 3com NIC. After installing 98 without a hitch, i installed all the drivers and stuff but i noticed that ALL my PCI devices as well as my Geforce 3 are sharing IRQ11. Is there a setting that messed up in the bios, or during the 4 in 1 installation?

usually the bios allocates the irq's. but that's really odd, you have 2 free irq's. check with the mobo manufacturer, they might have better answers.
