New SG08 build won't turn on, what's at fault, PSU?

Hi.

So I attempted another build: ASRock Z77E-ITX, i5 3570k, GTX 670, SG08
I have loads of experience building, took care about static electricity etc, followed all the steps (Sg08 manual is very good)
Clicking the power button does nothing, the button is connected correctly to the Power SW on the Z77E-ITX. I have the PSU plugged in via multimeter for debuginning, there is no power draw before and after clicking the power switch.
Aside from some hidden switch on the PSU I'm not sure what to try next - I suspect it might be a faulty PSU or a faulty mo'bo, what do you think?

Make sure the 24 & 8 pin are properly connected and try reseating the ram. I know these are somewhat simple, but it's usually the problem and it's happened to the best of us, including myself :)
