Likely gonna be too expensive to bother (the 400/460 fanless)

I mean, why would anyone buy them over say a 450VX? or 400CX? Those are about as near to silent as it gets, and the difference between 85 and 90% eff at 450w DC is only 30w

Because we want to? Why does anyone spend more money on a similar product?

I would buy one of the 460W units for my home theater pc.

If I had the money, I'd replace most of my sub-par PSUs with Seasonic X-series. I use their X750 for my main machines.
 
I have an X750 that I bought recently and couldn't be happier with it. I don't see myself buying another PSU for a long time.

This stuff is obviously pretty subjective, different people have different tolerances for PC noise. The CX400 is hardly what I'd consider to be silent, though.

Fanless PSUs have always carried a price premium. The kind of people who are that picky about PC noise usually don't mind paying more to get rid of the fan.
