new rig... are these temps and OC results normal?

This is what i have:

AMD AthlonXP T-bred B 1800+ JIUHB DLT3C 0321
Abit NF7-S v2.0
2x512mb Kingston Valueram pc2700 (MT chip) running dual-channel
WD 80gb 8mb buffer using SATA adaptor
Thermalright SK7+ w/Thermaltake SmartFanI + Arctic Silver Ceramique
Raidmax 988A Aluminum Case w/Enermax 465W PS

right now, my CPU is running at 2172mhz (13x167)@1.6v and the memory running at 167mhz at 2-2-2-6
idle temp is about 35C, while max load after about 15 minutes of Prime95 torture test is 48C
is such a big difference between idle and load temp normal?
and also, i have the smartfan blowing into the heatsink instead of blowing out... which way is better?

Blowing into the heatsink is better ive noticed with my SLK900 (similar to yours)... and while i dont use the same cpu.. my temp jumps about 10 degrees under full load.. so id say your temps are normal

i decided that the smart fan I wasn't enough, so i went out and grabbed a vantec tornado and swapped everything from the raidmax case i was using into a lian li pc60 case that i have for my old rig
now i'm getting much better results
it's running at 176mhz*13.5 ~ 2.39ghz (unfortunately i'm using some cheap kingston valueram 1G that i got for $80 so i can't get the fsb to go much higher) @1.8V
idle temp about 37C, and full load at 45C
i think if i had much better memory i can get it to run at 2.5Ghz, but quite satisfied otherwise :)
the tornado fan is very very loud tho :(

The above setting froze after 1.5 hours of prime95 (i think my OS is pretty screwed also after all these OC adjustments), so i tuned it back down to 176*13 ~ 2.3ghz @1.7v for now
i don't know what adjustments i should make to make my system rock-solid stable at higher speeds (2.4ghz or so).... any ideas?
btw my system memory is running 176fsb at 7-3-3-2.5 @ 2.6v... dunno how much higher it can go
