I think it's been around for awhile, but I don't think our regional cable co has it on offering.
Unless they have premium original content (like mini-series and season-based shows), I don't even care about it as a cable hollywood/blockbuster channel.
That's one thing I've realized lately: the premium channels are still mostly focused on movies, and what they charge isn't anywhere near worth it for their original content, not without deals at least. I'm so far behind on shows anyway, that I can basically utilize other sources like Netflix or Amazon to get the premium show seasons later.
I wouldn't mind if cable channels were high quality, but they were surpassed and left in the dust by streaming forever and a day ago. Our local operator is supposed to be getting rid of the analog content, so that will be a wealth of bandwidth available for digital content, be that hopefully an increase in picture/audio quality for all channels (they do also utilize SDV) as well as additional bandwidth for broadband offerings. I doubt the latter will happen, not without fee increases, but I'd love to be surprised.

I've rarely been the type to just mindlessly flip through channels and settle for watching what's on at that exact moment. Add the fact that the immense-catalog subscription VOD services, be it Netflix, Amazon Instant, and even the services like HBO Go and Max Go, offer superior picture and audio quality compared to content over cable, and it's basically a no-brainer. I don't think VOD on cable is any different in quality than what airs on a channel like HBO, that and I've gotten used to not having cable-based VOD (no cable box, I use CableCARD for an HTPC).
