New Power Supply and Video Card Installed, now PC won't Stand By

I upgraded the PSU and video card in my dell dimension 4600 and now my computer doesnt go into stand by mode. it turns my monitor off, but a fan is still spinning and powered on while everything else seems off. the main problem is i cannot get it to wake up so i have to power it off, then back on. anyone experience such thing, and how do i fix this?

I opened up the case, and it appears to be the video card that is the culprit here. i thought it was the PSU, but it was the video card fan. I recently changed my video card from nvidia GF3Ti to ATi x800 GTO but i didnt do driver cleaner, just uninstall of nvidia files. i think this might be affecting my pc, because a separate PCI TV tuner card now doesnt work anymore, giving me blue screen with non_page file error or something. so it seems like its not the PSU, but the video card. any ideas?
