new pc help over clocking

You should really experiment yourself with the settings in the BIOS. It is all trial and error and should something goes horribly wrong, reset it and repeat. The motherboard manual provides a basic overview of the overclocking settings available from page 54 onwards.

Turn on the "power saving" option in the OC settings in the bios. This will help prevent you from getting too much voltage to the CPU. I have some basic settings here. This was on an Asrock Z68 Extreme 3 Gen 3. You can use those same settings and start your multiplier out at 38x and work your way up until your unstable. When you are unstable you can increase the offset. My volts are really low because my CPU apparently is a very good one. You could very well need up to 1.35v to get 4.4ghz... it really depends on the CPU batch. Feel free to switch the LLC to level 1, but it will increase your volts by ~.05v

SLK-Thank you for the help it was prefect. I dont know why i was having such a hard time figuring this out. Now that i got it i can play with it for awhile till get it where i want it. Thank you again.

When you enable the power saving mode, just remember to set the other voltages manually because it will set those to a lower value that could hurt your OC. (PCH, PLL, VTT, DRAM etc)
