New PC Build startup issues

So I assembled my new PC last night and unfortunately am having some trouble getting it running.
I flip my PSU on and my Mobo LED lights up; good. However, when I then hit the case ?on? button, the fans start spinning and other Mobo LED?s light up for about a second or two and then everything quickly stops/shuts down. The blue Mobo LED is the only thing that stays lit up.

I?ve double and triple-checked that all my PSU connections are solid.
The PSU is brand-new; bought it last night.
This is my second Mobo ? first was RMA?d since it had burnt-out caps on arrival.

System specs:
EVGA 680I (122-CK-NF68-AR), e6600, 2gb Corsair TWIN2X2048-6400 R, XFX GF7950GT, 150G WesternDigital 10K 16M SATA, Thermaltake Toughpower 750w, NZXT|ZERO ATX, LG DVD-RW, Hanns-G 19? WSFP

Any thoughts on why this might be occurring?
My initial idea is that maybe I need lower-voltage RAM to boot up.

I had the same problem with a very similar setup.

Turned out to be a failing PSU. Same brand, same model. You might want to test it out with a DMM or PSU tester, or try another PSU if you have one handy. I tried the Toughpower in another computer and it did exactly the same thing.

I'll be trying out another Thermaltake Toughpower 750w this afternoon (luckily I was able to convince my local CompUSA to match the lowest internet price I could find for it - $162 - so I'll just exchange it for another). Hopefully it solves my issue.

Also, any quick tips on where/how to use the DMM? I have an analog one at home that should do the trick, just need to know what I should be measuring/looking for.

to use the DMM, you will need to know the In outs of the connectors. Unfortunatley this is not a good way to test becasue you won't be able to test for current issues. You can only test for issues with Voltage. I would just swap it out. Issues like this are usually the power supply. if not then possibly heat?..don't think so though.
 
I don't believe heat is the issue - the time between fan/LED power up and their subsequent shutting down is less than a second, and while I know the CPU will heat up extremely fast, I doubt that is my root cause.

One more issue that may be pertinent: my stock heatsink fan doesn't fit "perfectly" -- two of its four support legs snap in strongly, while the other two don't snap in quite so well. However, it is still solidly on the MB, just wondering that maybe the connection between it and the CPU could be affected, and if so, could be causing my problem?

I had a similar issue just a bit ago. Comp was working fine for 2 weeks, then one morning it wouldn't POST. the fans spun up and lights were on but nothing else. Asked around here and the evga forums and people suggested it was a power issue. I got a new one at compusa and that fixed it.

How long did the lights/Fans run for when it wouldn't post? In my case they're on for less than a second at most before shutting off. Just wondering if we're looking at the same thing or not.
