Is this right Paypal won't let you send money to someone for a purchase using a personal account anymore? You have to upgrade to a premier account?

Effective Date: June 3, 2009

Beginning June 3, 2009 the PayPal Acceptable Use Policy is being amended to include a new Section 4 as follows:

Prohibited Activities
You may not use the PayPal service for activities that:
"4. involve the sales of products or services identified by government agencies to have a high likelihood of being fraudulent?
?4.2 Receiving Payments for Commercial Transactions and Personal Transactions.
a. Fees depend on whether you are making a commercial transaction or a personal transaction. A commercial transaction involves buying and selling goods or services, and payments received when you send a ?request money? using PayPal. A personal transaction involves sending money to and receiving money from friends and family without making a purchase.

b. If you are selling goods or services, you may not ask the buyer to send you a personal payment for the purchase. If you do so, PayPal may remove your ability to accept personal payments.?

For the love of god, is there a good Paypal alternative yet? Is Google Checkout the only somewhat viable alternative? Last I checked, GC was mainly for buying from vendors, but I haven't looked at it in quite some time.

i was charged a fee even with my personal account. i sold something on a forum and even though i received an instant transfer which normally wouldn't cost me a fee, i was charged a fee after their new policy kicked in on 6/3. i think there might be a work around, if the buyer doesn't click on "goods" when they pay...i'm not sure.

edit: nevermind, my work around doesn't work i guess. but how would paypal know if i really sold a "good or service" or not?

So if you are a business or person selling something, you need to have a business account. Surprised? Makes sense to me.

Yup, I have been getting charged for non-cc payments for no damn reason too...with no explanation, even when I called.




No fees, that seems odd...

meh, i've had a premiere account for a long time because it was necessary to receive CC payments .

the 2.9% they take out is worth it for the convenience.

looks like this won't affect me, unless i'm missing something.

Yes, I was initially annoyed at having to upgrade to Premier after someone paid with a CC, but the convenience for everyone involved was worth it...I guess...

it was bound to happen. paypal is a business and probably gets a lot of these transactions from people on free accounts and figured this was an easy way to up their revenue. so many people use it that

im not happy about it, though i dont do lots of trades regularly, but im not that surprised by it. whats the hit, 3% or something? :-/

My personal account still has the options to do this, unless doing so now will have consequences. Just give Paypal a call or email and they'll clearify this for you.

It won't affect the majority of people. I had to switch to a premier account from almost the very beginning. Not sure what the big deal is.

Not to me. If you sell something in a garage sale, or on CL, or heck, sell something to a friend/coworker, do you need to have business licenses, or any other stuff vendors need? No, and there's no reason you should need a business Paypal account just to sell random junk on a forum or fleabay. Paypal is just being greedy and stupid.

QFT....god forbid paypal getting paid too.

I swear all the ebay/paypal whiners want something for nothing. Stick to fucking WalMart.

Ive had two accounts for years. I guess I will have to use the gift option for penny ante items now.

I've had a premier account for a while now, but I'm getting tired of all the ways ebay/paypal are squeezing more and more money out of the sellers. Ebay stopped accepting money orders as a method of payment recently. That basically prevents me from doing any international transactions since I don't accept international paypal (because the paypal seller protection for international sales are minimal)
