Don't buy her anything as she is moving in. You have no idea if she has a boyfriend (or girlfriend), what she is like, or what she looks like. Why not just knock on her door and say hello? Try talking to her and welcoming her to the neighborhood. If you see her moving in, ask her if you can help. Maybe offer to buy some pizza. Don't start with wine or chocolate until you know you are interested and you know she isn't dating someone. The last thing you want to do is knock on her door to hand her a box of chocolates and have her 6'5" boyfriend answer.

When you welcome a person to the neighborhood you should bring an edible. The idea is that the new arrival hasn't yet sorted out the house and doesn't really have time to cook. In my part of the country these gifts would be entrees... say a meatloaf or ham... but if you're not in the south ( and if you have to ask this question) then cookies are a good idea... who doesn't like cokies?

Give her the cookies and say "If you need any help moving in please let me know!".

I would wait at least 2 weeks untill I even would think of introducing myself. Let her get settled in and try to not look as desperate as you really are.

To me and my way of thinking, when deliberate, that's just laziness... Do it when she moves in so you can ACTUALLY be of use.
