Based on the "smaller is better" philosophy that people are pushing, he'd be nearly invincible on it.

It's not that smaller = safer. A smaller displacement bike won't have the kind of power that the Ninja 650R has. It's too easy to get in over your head with a bike that quick. You really need to learn how to ride on a more forgiving machine. A sportbikes responses to throttle and brake input is almost unimaginable to someone who has never ridden before. Noob rider + sportbike is a recipe for disaster.
 
Go to www.sportbikes.net, read the forums for a while. Read some more. Soak up knowledge before you do anything.

Then make a decision. Remember to factor in costs of gear, maintenance, insurance, etc. first. Get insurance quotes before you buy.

I am 17, picking up a 2005 Ninja 250 on Sunday, and I cannot wait! 🙂
 
The Ninja 650R is fine for a first bike. I do suggest taking the safety classes......

Personally I'd go with a CBR600F4i.
