New Monitor. New Game. Screen now smaller than monitor.

We got a new 23'' monitor from a company called "Hannspree". Everything worked fine for a few hours. We installed a new game, changed the game resolution to meet our current resolution 1920x1080, and everything was fine. Later we restarted the computer, and now there is a black border (finger width) around the screen. The border doesn't effect the PC at all, the mouse cannot travel into the black areas ether - as if the screen was entirely shrunk and not hidden.

We went into the monitor settings, and the H. Position was at 0. And the V Position was at 40. We are unable to change these settings as they are greyed out. Is there anything we can do?

reset the monitor.
read the manual.
generally means input resolution is not native. or monitors in some funkymode

Check to make sure your resolution is 1920x1080 still.
Are you using a DVI or VGA hookup?
Go into the control panel for your graphics card and play with the video scaling options.

That sometimes happens to my monitor. What I do is go to display properties, change the resolution to something different, click apply instead of ok. The resolution will change and a pop-up appears asking whether to keep the change. Press no and it returns to my original resolution without the border. Hope it works for you.
