New monitor needed

I've been looking for a new lcd now that my crt has blown, but I just don't have a ton of money to spend on it. I do some gaming, but not a whole lot, my pc time is mostly spent, browsing, office and imaging. I'm looking to spend between 400-600 on the monitor, and would like it to have less than 20ms response time. Does anyone have any opinions on the following, or suggest an alternative:

The timing on that monitor seems off, I havent seen it that low at a 19 and I just read about them getting that low on 15 and 17 inch models
