For gaming you are screwed. There are no good PCI cards anymore, no market for them. Sorry.

Return it or sell it if you want to game. Adding RAM won't help.

No. You will not be able to get a decent DX9 graphics card to run HL2 at high settings. The best you can do is the R9100 which is a DX8 card. The water and lighting effects will always be "medium" quality IMO.

1GB of RAM is pointless for most users unless they're gaming or running demanding professional applications.

I have a 9700Pro and it feels like a low-end card in HL2 and Doom 3. It depends on your expectations. Honestly once you've seen HL2/Doom 3 running on a DX9 graphics card you won't be happy running in DX8 mode.

As others have said, just sell the whole system and build yourself a custom rig. Based on what you're saying, I would say an A64 2800+ paired with a cheap NF4 board (Chaintech) and a 6600GT PCI-E would be perfect for you.
