"New" item context menu: missing "New compressed folder"!

My brother somehow screwed up the *.zip association earlier, which I managed to fix. But now, in the "new" menu, there is no option for a new compressed file. Pic. How would I fix this? And how do I add new options in there? I think adding options to the "send-to" menu is really easy but I'm not sure about adding stuff to the "new" menu.
 
Cool, thanks. Now at least I know how to add new items to the "new" menu 🙂 If only I could find the exe for XP's built-in compression tool. Any ideas?
