Video chat is not for everyone. I dare say it's not a killer feature. However, for those of us with families, especially when away from family it's a nice feature to have. Web cam chatting is very popular among certain groups. The reason is they live in one continent while loved ones live in another. Another is when someone has to be away for a few days on a business trip it's nice to have video chat to be able to see one's kids while saying good night.
If I'm talking to my brother or giving my friends a buzz to go hang out and drink, I don't care about video chat. If I'm away for a couple days or working late (which happens) then I definitely would like the video chat option to say night night to my daughter.
Video chat is not being held back by Apple. The reason it requires wifi is because AT&T's network is not up to snuff. Networks in places like Hong Kong support video chat just fine on 3G.
