my current machine is an I7-3770K, and i plan to repurpose it to be my ESXI machine for some virtual machines I run for app development.
So its time to build a new computer.
Probably will buy everything from NEWEGG/AMAZON before Black Friday and all the parts I want sell out.

For many reasons, I plan to stick to Intel
1)Lack of X570 uATX
2)AMD Ryzen Random number generator flaw is a potential issue with software development & testing
3)Lack of ESXI Support for Ryzen / VirtualBox incompatibility with Ryzen (what I plan to do with this machine when I buy my next one)
4)Most of the games (mostly older title) I play benchmark better with Intel (KSP, World of Warcraft, etc)

Primary Usage:
Web, Office, Development w/ Visual Studio + SQL Server, Light Gaming, Virtual Machines, convert Audio books to split MP3 files.

ill be buying a motherboard, cpu, ram, , aio cooler, case, power supply and harddrives.
I plan to do a Z390 build, and prefer to do uATX if possible with a Fractal Meshify C mini, but if I have to go full ATX, then i will use the Meshify S2.
Power = Corsair HX850.
HDD = 2x Samsung EVO 970 Plus 1TB M.2 NVME
My plan is to re-use my EVGA 1080ti FTW3 Hybrid, and I run 2K 2560x1440 Resultion for everything.

I need a board with 4 RAM slots to get 64GB of DDR4. Either GSKILL Trident 3200 CAS 16 or GSKILL Trident 3600 CAS 18, which ever is cheaper when I buy (~$300). I also need 2 M.2 NVME slots for hard drives, thought if i go full ATX, i'll likely get the board with 3 M.2 NVME slots)
Total budget is $1800 to $2200

My internal debate is the
9900K ($471) vs 8700K ($387) vs 9700K ($359) - though I'm not sure the 9700K is really for me without Hyperthreading.

So I am looking at pairing the 8700K with an Asus uATX Z390m TUF board ($189) and getting a 240mm Corsair Hydro H100i AIO water cooler.
PROS:
This setup will allow me to build microatx, and use a smaller case.
8700K is cooler, and will OC to 5GHZ much easier than the 9900K will probably do my single threaded usage better than 9900K
$250 cheaper CPU + MOBO + AIO Water Cooler
Can be upgraded later if necessary to 9900K

CONS:
Meshify C Mini will not fit 280mm Corsair Hydro 115i pro, due to GPU length, 240MM cooler must go in the top position instead of the front.
Smaller case means Top and Rear position of AIO coolers is less ideal than Front/Rear.
Unsure if 240MM Corsair 100i will be enough cooling to fully overclock the 8700K to 5Ghz.
8700k has 2 less cores and 4 less threads and 4MB less L3 Cache than 9900K which could be important in some of my multithreaded usage.
Asus Z390 board only has 1 heatsink for M.2 Slot, M.2 slot 2 appears to go naked.
8700K is already 2 year old Tech, obsolete before I start building?
Asus 4+4 power scheme is inferior to the 12+2 found on the gigabyte Boards and may not be sufficient to power OC either CPU to 5GHZ stable

OR

9900K with the Gigabyte Aorus Master ($289) or Ultra ($249) and getting the corsair 360mm hydro H150i pro
PROS:
Fastest CPU available for my use cases
Better power VRM configuration, and better VRM cooling for better OC stability of 9900K
Availability of 3rd M.2 slot for future expansion
All 3 M.2 slots have heatsink on Aorus Master/Ultra
Larger Case allows AIO Water cooling on front (360MM CPU) and rear (120MM GPU) to create best throughput of airflow.

CONS:
9900K may throttle itself if not cooled properly, thus making slower than 8700K
9900K will need a bigger/better AIO cooler than 8700K
$250 more expensive CPU + MOBO + AIO Water Cooler
Due to Motherboard and Cooling constraints will need to go ATX - Larger Case = Fractal Meshify S2

Thoughts?

Well, first, you have chosen a atx motherboard as your second choice, so I don't know why thats a big deal. As for the "bug" if you download the latest bios, I am sure its fixed, I checked on my x370 board, and both of my x470 boards, and using the tools ars-technica provided, they don;t have the bug.

On the ESXI issue, it looks like it works now.

And if you are running older games, The Ryzen should be plenty fast.

If you are dead set on Intel, its a dead platform, so I really don't have any good advice.

Just go with a bigger case, solves a bunch of problems.
Sounds like you really want Intel so go for it. I’m guessing the 9900 is the way to go but this is only a guess.
I have a phanteks 600s case with an h115i pro
Radiator can be mounted front or top enough room either way. Front and top fan covers are magnetic so you can leave the on or off.
Case is very quiet (I leave the fan covers on). My AMD 3800x runs on the cool side in general. Sexy looking case imo.
Only down sides are
I wish the front usb was more accessible but that would make the case less sexy
My Cat tends to power off the machine by screwing with the top power button. Need to find the power setting in windows 10 and change it to push & hold to power off.
Directions with the case were weird. Missing pictures for some stuff, too many pictures for other stuff.

***regarding the h115i pro, it’s my first water cooler but so far I love it. Very quiet, cools very well PROVIDED below:
You must install icue to control the fan & pump speed.
The default speed is quiet which doesn’t cool well
Changing the speed of pump and fans is a two button push type control. Sort of hard to figure out. Basically select a mode, then select pump or fan 1 or fan 2. Need to set the mode individually for all three parts.
I have no idea why people complain about icue crashing. Other than the above it has worked 100% of the time without much effort.
