Find people you think are complete idiots (nincompoops, boobs, lackwits, retards, jerkoffs, smacktards, halfwits, dumbasses, and pretty much any other adjective denoting stupidity will suffice). After finding said non-intellectual run them over and leave the scene. Claim you did not know it was a person but thought you hit a dog. You should be just fine.

It helps if you're a high ranking member of a religious organization, or just really rich. If it's the latter, other traffic laws won't apply to you as well (speed limits, DUI laws, etc), since the lawyers here are really good about getting you off with little to no jail time.
