Been through the passive CPU cooling game for giggles before. I'm guessing noise is your concern. . . just bear in mind that a fan running as slow as it possibly can will make things many many times cooler than just a passive heatsink. The slightest air movement makes all the difference. Then again I was trying to make a passive gaming machine which is a different proposition. http://forums.anandtech.com/showthread.php?t=295856
Would echo what others are saying about the new AMD Brazos/Bobcat/whatever we're calling them today. Low low power and should be enough for what you need.
