new gpu still getting low fps

i was getting low fps in league of legends, starting out at around 200 after the first 30 seconds it goes down to 100 and once the game actually starts i get between 40 - 100 constantly jumping. so i bought a new gpu the asus gtx 650 ti and now i am still getting low fps. any idea to what the problem could be? i will post my specs below.

Mobo - MSI 880g-e45 amd 880g chipset

CPU - Phenom II x4 830
cpu usage jumps between 30 - 50 in game

gpu temp 28C, core temp 24C, hdd both at 22C

2x 4gb corsair vengeance ram

windows 7 x64

1tb samsung hd

320 gb wdc hd

gpu - Asus Gtx 650 ti

if i need to add anything let me know. also wanted to add that no matter what settings the game is on the fps stays about the same with maybe tiny differences. also i have tried to do a fresh install but for some reason i am not able to. i cant boot up the windows disc and my computer just skips the boot menu at startup. i have also updated my drivers and reinstalled them again.

How are you cooling the CPU? Turn off all unnecessary things in Task Manager? Are you over clocking the CPU or the GPU?
when listing your system, the power supply is important also. I assume you have a decent one..............

im cooling the cpu with a cooler master tpc812 and a fan on the side of my computer. even with nothing open in task manager i still get low fps. i dont know how to overclock and my cpu has locked bios you can not overclock it. i upgraded my psu when i upgraded my gpu, i bought a 600w eagle tech voltas x.

My first impression is that you are cpu limited. That cpu has a fairly low clockspeed, and is slower per clock than an intel cpu. Even though you only are seeing 50% cpu usage, you could be cpu limited because one core is being used 100% while a couple of cores are not being used. You might get an idea of this from opening task manager and checking the cpu usage on each separate core. If one core is maxed while the others have low usage, you could still be cpu limited.

All that said, 40 to 100 FPS is not that bad. How is the gameplay itself-- is it smooth or do you get a lot of lags? If the gamplay itself is good, I just would enjoy the game and not be too concerned about the framerate, especially since this is a strategy game, not a shooter.

You can check gpu usage as well by downloading something like MSI afterburner and monitoring gpu usage. It could also be that your internet connection (are you on wireless?) could be slowing you down.

resource monitor says all 4 cores are at 100% usage and non are parked. the gameplay is choppy when im close to an enemy player or use a spell, team fights, etc... i never have lag in game my internet connection is fine 21 down 1.41 up. a friend said he thinks its my hd but i dont see how that could cause fps problem. i guess ill just have to upgrade my cpu, mobo, and hd when i get the money... i just fell like i wasted almost 200$ on the gpu when its works just as good as my old one :(

Either use resource manager on a secondary screen or use perfmon to capture CPU usage, ram usage and HD IOs. Store them for a game as well as capturing GPU usage from MSI afterburner. This will give you a detailed picture of the major components captured for review after the game.

A HDD can only so 100-200 IOs maximum so if that is the issue you will see it in the disk graph. But based on what you have said it looks like its a CPU limitation. The 4 core phenom II is quite old now and it might be time to get a faster CPU, about 3x the performance is basically available now. But make sure you check the GPU usage and confirm its below 80% or so to confirm the likely CPU limitation before buying anything.

If you like bring back the graphs here and I will take a look and let you know any further tests or where the problem most likely is, but you sound like you probably have an idea what to look for already.

what if i just take my gpu back and get a better cpu and go back to my old gpu?

Test game with a low resolution like 800x600, if framerate didn't increase you are CPU limited.

As far as the new GPU, remember it is being held back by that CPU at that resolution. I would invest in a CPU and monitor, which will alllpw it to stretch its legs.

guess i would also need to upgrade my mobo because its max support is phenom II?

Yes, but you won't regret it. Lots of options out there, from Intel i5 to highly clocked/lots-o-core AMD.

Dont try to save $30 (cost of a couple beers out) by going i3 or low end AMD, and you can sit pretty for years.

His CPU is fine for League. I get 60-75 FPS in ARAM on a 3GHz X4 and a 9600GT. Vsync off drops it to 30-40.
But League only uses 33% (with GPU at 50%), so I don't know where he's getting his 100% four cores from.

e: Vsync off framerate cap set to "uncapped" I get up to 120fps.
Weird that it drops to 40fps with that field unfilled.

earlier he said my cpu may not be using all of its cores if i go to resource monitor it says that all four are working at 100%, im just gonna stick with upgrading my cpu when i can and playing with low fps till then.

Something is wrong if you are going to task manager and it's showing all four at 100%. Find out what's using your CPU, because it ain't League.

not task manager, resource monitor. open resource monitor you will see what im talking about. what is commit charge? my task manager does not have that. also i wanted to mention i used to play league of legends no problem no high fps nothing. not until a few patches did i get high fps, i know people have been getting fps drops each patch and riot are working to fix it so hopefully it will help me when they fix it.
