new GF4 4400 card...low FPS in RTCW...wtf???

a friend of mine just picked up a Visiontek Geforce4 Ti4400 card today, and is running this RTCW checkpoint demo available on this page. He's only getting around 48 FPS @ 1280x1024, and he's wondering why. He's wondering if he just wasted $300. He just d/l'ed the latest drivers from Visiontek's site. Anyway, Here's the RTCW video settings he's using:

does he have anti-aliasing turned on/off? That would make a huge difference in frame rate... Also extremely relevant, what are his system specs?
 
has he tried updating his chipset drivers? if it is a via chipset he needs the 4 in 1's, sis, sis chipset drivers etc.
 
what cpu, motherboard is he using? I was getting 9600 3dmark2001 scores with my Ti4600 using a Shuttle AK31A...now I'm using a Gigabyte board with the same chipset and I get about 6500. That obviosly is pathetic, I can't figure it out cause I can score higher with my Geforce3. This gigabyte board has been nothing but crap... guess that's what I get for buying a refurb board for $65.

He's got a Micron machine with a Asus CUSL2-C mobo, P3 1GHz, 256MB RAM. Yeah, his card should definitely do better than that, because I ran the same demo on my machine: Abit KT7-RAID, Athlon 900Mhz, 640MB, Visiontek GF3Ti200 video card, and running the same video settings that he did, I got 56 FPS (compared to his 48)
