New Form of Advertising on Web Pages?

Have you guys noticed this? I was wondering if it's just something many websites are using now, or is it just something that has installed on my computer. I'm talking about all the doubly underlined words that show a bubble when you hover over them. They're on AnandTech too, and Tom's Hardware and almost all the techy sites I visit lately. It's quite the aggravating. You guys are seeing it too right?
