We currently have hosting (including email) on a dedicated server offsite with pop3 access (linux server). Is there a way I can have Exchange grab the email from the pop accounts or imap accounts and have people connect to the exchange server for their email.

I believe you would have to purchase/setup a Pop3 connector on your Exchange server...
- how many Exchange users?
- is this Exchange server by itself, or with Small Business server?

There are 1 or 2 free pop3 connectors (I used one with decent results) but most are purchase type.
 
Some Exchange POP3 Connectors

As TG2 implies, SBS 2003 comes with a built-in POP3 connector for its Exchange Server.

That said, I NEVER recommend that my clients continue the use of external POP3 servers for any primary email communication. When I install a new Exchange server, I insist that we immediately repoint their public DNS MX record to their new Exchange Server. Dragging out the conversion just causes extra costs and confusion.

we don't do it as pop....but we NEVER put our exchange servers as our primary MX. It's actually tritiary MX, and doesn't have a live IP (sits behind our PIX nat) and we do filtering/spam/etc on postfix on primary/secondary. Of course, it's an SMTP connection from them to exchange.
