New e8500 build issue

I just setup a new system with the following:

e8500 / Xigmatek S1283
P5Q Pro
4GB GSkill DDR2 800
EVGA 8800GT
Antec Trupower 2 550w

I am having a strange issue regarding the performance of this machine. I am getting fairly low framerates in Team Fortress 2 (about 20-30 fps in firefights with multiple people, about the same as my Opteron 170) and am getting about 25 seconds in Super Pi 1M. At 4GHz I was getting around 19-20 seconds which seems low.

Temperatures seem to be fine. At stock it is idling in the high 30s and at load in the low to mid 40s. CPUZ is showing the correct clock speed. I am running Vista 64 bit which I installed clean today. I am confused though as to why performance seems mediocre. Am I missing something?

Check load temps... maybe its thermal throttling? Or maybe your GPU is thermal throttling instead? Otherwise, I basically have the same set up and TF2 runs like a dream, 50-60fps min at 1680x1050.

I tried disabling Speedstep and it did not make a significant difference.

Just played some Team Fortress with the CPU at 4GHz and the HWMonitor was giving me load temps of 51C and 61C for the GPU (the 8800GT is stock). I also lowered the resolution to 1280 x 700 or something low like that and the FPS was about the same which makes me believe it is CPU related. I was having these same problems with the CPU at stock so I don't believe it is because of the overclock. Oh and I also flashed to the latest BIOS of my motherboard (P5Q Pro).

At this point the only thing I can think of to do is maybe reinstall Vista? Could 64 bit be giving me problems?

I think 64bit could also be the culprit, 32bit gaming certainly runs with less problems.

Is the video card recieving power properly? Do you have the 6-pin cable plugged in, etc? What does CPUz show?

Just got done reinstalling Vista 64 and now my performance issues seem to have disappeared. Getting 11 seconds in Super Pi 1M now compared to the 20 seconds before. I suppose what went wrong was I used the driver disc that came with the motherboard on my first try and it messed something up, because this time I downloaded my drivers beforehand and now everything is fine. Thanks for the advice though.
