ok so i have some deepcool cpu fan but during battlefield 3 gameplay temperature crosses 91 so i need a new fan now should be under 4000 rupees thanks

As such I'd personally go with a nice air cooler which should be able to outperform most , if not all, 120mm rad $ for $.
Completely agree with you. ok then i increase my budget suggest me some coolers from corsair and coolermaster air as well as liquid thnx(should fit my case corsair carbide spec02)@tushardehra I don't know what all is available in your market, but I'd probably shoot for something along the lines of the Cryorig H7. Probably overkill for what you are doing, but I think it's a good value on the price/performance scale at ~$35USD. Plus I am of the mindset that there aint no kill like overkill!

You need to read Noctua's NH-U12S review on Newegg and Amazon. It handles OC'ed i7 7700k and r7 1800x easily and still cheaper than some reliable, entry-level liquid cooler out there.not now sir but want to be future proof as i am seriously into gaming want to be future proof if i oc in future

It's too expensive, it's completely overkill, and at best it would be a complete pain in the ass to fit in the case you have, but more likely it won't even fit according to most things I am reading.
To shoehorn this in, you would need to spend 2-3x above your intended budget AND probably replace your case all to get slightly better or on par performance with a high end air cooler on a CPU that is approaching 7 years old and you may or may not ever overclock.
In my opinion, the logical option here is to make sure you have good cases fans AND either a midrange (what I would recommend, again, something like the Cryorig H7) or high-end air cooler.
Below are some examples of various coolers that fall into these categories (note that before purchasing any of these, you need to check your case for clearances and motherboard for layout compatibility). Also, most of the listed coolers have similar performing variations either within their own product line or from other manufacturers, so don't consider this a definitive list, just one that covers a lot of bases.
For anyone else reading this, I put these in alphabetical order because it is my belief that within the listed ranges I have here, the coolers perform similarly enough that price, aesthetics, noise, et al should be more of a determining factor.

Ok, so I ran out of steam there towards the end, but the point is there are a metric f-ton of options well within or below your budget that are a much better fit than AiO cooling in pretty much every regard.
@tushardehra do you have a link to a website in your region that has a good representation of what is available (possibly even where you intend to buy if you are shopping online). I have no idea what the market and prices looks like where you are and am basing this all on USD prices.
Well, he already said that...Tushardehra's name and his mention of a part-price in rupees tells me he lives in India. He could be living in a very hot climate. This raises a question: "Is the computer in an air-conditioned environment?" Or to ask similar questions, "What is the expected room-ambient? Is it <= 27C? Or more than that?"
...and from the news, I remember that summer in India can be very tough (40-50°C in a bad day). Personally, I will avoid of using computer at all because when the temperature at its highest it will not only damage the CPU, but also reduce motherboard and PSU lifespan considerably.i want a cooler which doesnt give installation pain just need simple which can keep my cpu below 80 here in india summer temperature is 34 to 37 average

Both items that posted by Lordhumungus are good stuff. It will be a very tight fit in your case with CM Hyper 212x, so if you need a bit headroom, go with Scythe Ninja 4.
