New computer wont start

So I was having this problem last week on my old computer, in which when I hit the power button nothing showed up on the monitor. I figure maybe the monitor is dead, I tried 2 different monitors and its the same thing. So I went and got a BFG 9800 GT, plug it in and the same thing.. so I figure poop it, and buy a new mobo, cpu, psu and ram.

Just plugged everything in and what do you know, nothing is showing up on the monitor when I try to start it up. Ive made sure connections are good, tried swaping monitors/GPU's with the new mobo and nothing seems to work.

Also, the heatsink that came with my CPU is pooped. The fan will start spinning for a split second when I hit the power button then it dies.. perhaps a sign of something else going wrong?

Is it just the cpu fan that's dying right after boot-up? And the fact that you swapped all the internals and the problem persists is rather strange. More symptoms would be greatly appreciated.
 
The CPU heatsink fan is the only thing that dies right after boot up. GPU fan and such continue running. My case doesnt have a speaker (either that or I hooked up the tiny cable to the mobo wrong).

Im not sure how to isolate the problem, Ive tried using my old GPU with my new setup, and two different HDDs.
