new computer starts but monitor/mouse/keyboard dont work

one more thing. I individually tested each piece, and when I put in my graphics card my computer automatically started when I flipped on the PSU ( had the monitor plugged into it)

I tried the video card in a different PCI slot and the computer doesn't auto start when given power now.

I have stripped it down and started it bare bone with each piece, and it doesn't beep at all...

I tried removing the battery from the mobo and resetting the cmos and that didn't work. checked voltage settings on psu (doesn't have a switch). I also disconnected everything from the system panel but the reset and on switch. also I dont know if i mentioned this earlier but to turn it off I must unplug it.

Also it stopped starting automatically when i turn on the power.

hahaha. ok help me with this one. I took out the mobo and hooked everything up on a cardboard box now it boots properly....... what should I do?

Check the case and make sure none of the standoffs are in the wrong place. Don't know what case you have but most all motherboard trays have more holes then an ATX motherboard need. This way they can acomidate mATX and EATX boards. If a standoff is in a place that doesn't line up with the motherboard mounting holes then its shorting the system.
