New computer not working

ecs 755-a2
sempron 2800+
2x512mb kingston value ram
350watt antec ps w/ 10a on 12v1 and 15a on 12v2
old, reused: cd rom, floppy, 20gb hd, ati 128mb radeon9000

When I power the computer on the fans spin but I don't get any visual and if the 4pin 12v power connector is plugged in the computer makes a loud beeping sound every few seconds until I shut it off. I've unplugged the hd, cdrom, and floppy, but I still get the beeps and I don't get any visual. I have no idea as to what I can do now.

Any help is appreciated.

Have you read the motherboard manual or looked on the web to find what the beeping noise means?

Do some homework with your MB manual

it might be the PSU. i had it once that all the lights where on, fans spinning, but no visual what so ever.

if you have another PSU lying around you can check by just swapping...

Reinstall the memory and video card.

I've already reinstalled the memory and video card multiple times. The computer keeps beeping the same, long, beep until I turn it off (I let it beep 20 times then shut it down). I don't see this type of beep anywhere in that BIOS Beep Codes website. I tried using a different set of memory, which i just ran memtest86 on and got 0 errors, but I still got the same beeps. I also put the two new memory slots into my other computer and got the same beeps.

Gonna try reseating the mobo and everything.

EDIT: nope, still beeping.
