New computer keeps bios resetting! Help please!

Ok, yesterday I just got all the new components for a system set up. It was working great, and I've gotten windows millenium, etc. installed. However, last night, I had a funny thing happen. When I shut it off, it WOULD NOT turn off. It just kept rebooting, even after I did a hard shut down, (held the button in)... (I did it several times in a row, to make sure it wasn't just coming out of suspend mode or something). The worst thing about it was when it restarts, the bios was reset, and I had to reset my FSB, etc... This happened several times in a row. I finally had to actually turn the power strip off.
I've noticed the bios resetting once or twice before when I was intially putting the system together, but it didn't happen again, so I thought nothing of it...

I've also noted that if I do a restart with Windows Millenium it takes a long while to reboot, or has just "hung" once or twice. Has anyone had this happen before? Any suggestions on what I could try? The chip is running cool, and isnt' overclocked or anything...

System:
Asus A7M266, AMD 1.33ghz (266 FSB), 256 micron 2100 DDR, Antec sx830 with 300 watt PS, 2x 40 gb 7200 rpm Maxtors, Visiontek Geforce3, Liteon 12x10x10 CDRW, Toshiba 12xDVD, floppy, several case fans, thermaltake CPU cooler with Arctic Silver2.

I'm a little worried that I might have added too much arctic silver paste... could this have covered some of the bridges or something and cause this type of error? Would it be a problem with the powersupply being too small?
Any other suggestions? I'll try anything! The problem is that I don't have any replacement parts to play with to check what is causing the error...

If the bios is resetting, I wonder if your cmos battery is depleted??? Swap the battery and see what happens.

Yeah, I thought it might be the battery, so I checked to see if it was retaining the time. The clock for the bios is correct, so I think the battery is OK... It's almost like it is just resetting the CMOS or something...

Heh, yeah, that would be embarassing. But I haven't touched the CMOS setting so it should be defaulted to off. (Manufacturer's default). I will check it when I get home, but it shouldn't boot if it was discharging.... Hmm, maybe the company that sold it to me played with the jumpers or something before shipping though... I will check.

OMG, it turns out the problem lies with Windows Millenium. Apparently, Fast Shutdown does not work properly with some rigs. You can disable fast shutdown in Windows 98SE, or get a fix from MS, but for Windows ME, there isn't a fix... Windows 98SE works fine, Windows ME is a no go. If anyone knows a fix, let me know!

OMG, it turns out the problem lies with Windows Millenium. Apparently, Fast Shutdown does not work properly with some rigs. You can disable fast shutdown in Windows 98SE, or get a fix from MS, but for Windows ME, there isn't a fix... Windows 98SE works fine, Windows ME is a no go. If anyone knows a fix, let me know!
