New computer gives post error.

I recently upgraded my computer, and I'm getting POST error 75. The motherboard is the BFG NF4 Ultra, 3500+ Newcastle, 7800GT. I put the ram in the 1st and 3rd slot, could it just be in the improper slots? I couldn't find any documentation available for download. I bought it from someone on the forums, and they didn't include the paper copy. I'm at work now, and I'll be home soon to try out something to fix it. It doesn't load Windows properly either, I get a blue screen right as it starts to load. I think this may be due to the fact that I haven't done a fresh install of Windows on the HD. Any thoughts? The old setup that had the HD was a P4 3.0 Prescott, Intel D865PERL, x800Pro. Thanks for the input.
 
Sorry, forgot to add that is has 1 semi-long beep at startup. The beep is right after pushing the power button.
 
What exactly did you change? Before and after. Need more details. I don't know the code, but might be able to help with more details.
