new comp w/ xp and geforce 3, problem with refresh rate in half-life (cs)

I just built my new comp, 1.6a @ 1.84 so far (first day) and its got xp pro installed. i've set my max fps in cs to 100; however, i'm forever limited ot 60 fps in the actual game. i've read about his being a problem, and that theres a fix for it... can anyone link it for me? any other advice on settings for better fps are welcome as well... thanks

Turn off V-Sync in display properties and download riva tuner. Riva tuner has the 60Hz refresh rate fix in it. Click around in riva tuner. You'll find it.

riva tuner? where do i find that... i checked around a bit but didn't find it... searches returned nvidia drivers...

or just to warp2search.net and go to the downloads section... download "nvidia refresh rate fix"

hey guys, i downloaded the refresh rate fix, but it says it cant read my dislplayer adapter setup infromation? i think is because i have the newest drivers for my geforce2 ultra..i have the 2.8.3.2 drivers...soo what i did was, just g oto system properties, selected my display driver, and did windows auto update drivers, and it downlaoded some microsoft driver...after this driver was installed, then the refresh rate program worked, but then i couldnt play CS in open GL mode...any way i can use the newest nvidia drivers and have my refresh rate fixed? thanks..
