New build won't start up

I just finished a new PC build, but it won't start up. The Phase led lights and the fans light up and spin for a split sec, then the system powers off.

MB: Gigabyte GA-P55A-UD3
CPU: i5-760
PSU: Antec 1000w
Memory: G.Skill ripjaw 8GB ddr3

Only the PSU is old from my old PC, everything else is new. The PSU worked perfect on my old build just yesterday. I actually have 2 of the gigabyte UD3 motherboards and the problem happens on both. So I'm guessing its the CPU. Can the cpu and the memory both be causing the problem? I have no real way of checking those since my old build was a 775.

I'll probably pick up another PSU tomorrow since I already planned on building a htpc in the near future. But I really doubt that's the problem.

Do a minimal install outside the box with one stick of ram and no HDD.

Just tried that, still the same results :\

Have you reset the BIOS,
tried each stick of ram individually,
checked if any ancillary power cables are plugged into MB and/or GPU,
checked case connectors for right orientation to pin one (don't trust cable labels, look for embossed triangle)?

HSF properly installed with TC?

Yea, I've tried each stick individually and did check the case connectors multiple times. both cpu\mb cables are connected to the MB.

Take all of the hardware out of the case. There could be poor grounding of the metal inside the case.

Well, I fixed it, thanks for all the feedback guys. I found the problem on google, turns out some other people had the same problem. And someone had a short happen due to the IO plate. I took mine out and the system powered up. So I just used black tape on the inside of the IO plate and cut out holes to match. Not sure how it was causing a short, none of it was sticking into the motherboard. But it works, so all is well.

Also I'm using a CM 932 HAF if anyone else has the same issue.

Ahh, lol. Well you got me. I checked to see if all the MB stand-offs lined up with the case holes, didn't think the IO Plate could cause a short. Lesson learned, all my future builds will be tested without a case pre-install to make sure every piece of hardware works.
