New Build-Won't Post, Help!

I'm building a reasonably priced 2nd computer. After putting all the components together, I'm getting nothing, no post. The monitor's fine, I checked on my other system.
Here's my specs:
P4 3.40E, Abit IS-10 (bought used on ebay, guaranteed DOA), WD 250G SATA, Sony DVD-Rom/CDRW, 2Gig Corsair 3200-C2PT, Gigabyte 3D Rocket Cooler, Xion II Mid Tower, swapped out it's PSU for Apevia 500W PSU.
I checked all connections, and all the fans startup, but no post, nothing.
Which should I check first, CPU, memory, etc. Please Help!!

Guaranteed DOA? There's your problem! $25 consulting fee, please pay the receptionist.

Does it make any beeping noises?

Jumper the CMOS to clear it, double check that the voltage on the PSU is set to 115v.

If it still doesn't work. Take everything apart. Then, try running it OUTSIDE the case. Reinstall the CPU, fan/heatsink, RAM. Hook up the power supply (making sure the extra 4 pin +12v wire is attached) and hook up the PC speaker (not your multimedia speakers but the little speaker from inside the case).

ROFLROFL guarenteed DOA?!?!?!?! hahahaha that means its pretty much dead on arival no?


Anyhow im thinking it might be the CMOS jumper. Check to see if there is a CMOS jumper, and if there is one, check to see what possition its at. It might be on RESET mode, because some people like to give there boards fresh and new for the new person.

i always remove the battery, and set the jumper on cmos. However i leave a note letting the buyer i set the board this way so he doesnt freak out.
