New Build-Won't Post, Help!

I'm building a reasonably priced 2nd computer. After putting all the components together, I'm getting nothing, no post. The monitor's fine, I checked on my other system.
Here's my specs:
P4 3.40E, Abit IS-10 (bought used on ebay, guaranteed DOA), WD 250G SATA, Sony DVD-Rom/CDRW, 2Gig Corsair 3200-C2PT, Gigabyte 3D Rocket Cooler, Xion II Mid Tower, swapped out it's PSU for Apevia 500W PSU.
I checked all connections, and all the fans startup, but no post, nothing.
Which should I check first, CPU, memory, etc. Please Help!!
 
Well this would naturally be a hard case to classify. If possible, test all the components in another rig or in a friend's computer. Make sure your power supply is sufficient (it sounds like it is). Do the lights turn on in the front of the computer when you turn it on? Do beeping noises come from the mb's speaker? Eliminate what you know works for sure. Also try a discreet video card in case the mb video is fried.
 
The lights in front do turn on, the mb doesn't beep. I have a backup CPU, and Ram that I know both work. Should I try them together in the new mobo, I guess that would tell me if the mobo is DOA.

DOA means "dead on arrival"

I'm guessing/hoping you meant "NOT D.O.A."

But hey, you never know. Some do sell DOA parts. Some buy them cheap thinking they can fix them.
