New Build wont boot

Ok Installed everything. The problem is that the hard drive and dvdrw doesnt work If the Ide cable is plugged in the motherboard. It acts as if its dead. but if i upug the Ide from the mobo the HD will spin and dvdrw will eject. Also the cpu doesnt get warm at all. Is my cpu dead or the Ide controllers on the mobo screwed??Ahh this is frusting!!

geforce 6800
1gb sorsair value select ram
160gb seagate HD

1) is the motherboard mounted on top of standoffs?

2) if you start up the system without the drives attached, what happens, do you get a POST screen?

3) are the drives on separate cables? If they share the same cable, then it would be better to separate them, but if they must be on the same cable then make sure one is set for Master and the other is set for Slave, on their jumper blocks.
