new build, stuck at mobo intro screen

stuck at mobo intro screen, once vista cd is inserted into player it should boot from it correct? Also, vista was preloaded onto harddrive. Lights on keyboard don't come on.
 
Can't get to the bios settings. counts 128mb of a 1gb stick then goes to a different screen with the product model and picture from a game.
 
are you getting any post codes (generaly beeps, sometimes the board will have lights on it or and led display)?
 
if you aren't getting any codes then try removing different pieces and seeing what results you get (ie unplug the drives first, then sound card, tuner...) if it still wont boot try with 1 stick of ram, if that doesn't work try only the other, if none of this gets you any different responses (and you have already tried reseting the graphics card,processor,ram) then it could be a motherboard or powersupply issue.

Tried removing that stick?
