new build post problem

I have an ASRock Z77E-ITX MB with a 3570K and 2x4 Gskill 1600 DDR3.
First try gave no POST and a reboot loop so I tried a memory rearrangement.
Neither RAM works in slot A1 alone.
Either RAM works in slot B1 alone.
No combination works in both slots.

The common element seems to be the A1 slot on the MB so it it safe to assume that the MB is bad?

BTW: the RAM is rated and recognized as 9-9-9-24 but the auto set-up has set them as 11-11-11-28 if that means anything.

Verify that the RAM is on the compatibility list, and if it is then yes, the motherboard may very well be bad. If you can, blow the ram slot out with some compressed air and try one last time.

Sounds a dead slot to me. Certainly not unheard of. When you do get it to post and get into the BIOS does it show both slots as being available?

And, of course, you can't check the BIOS with a stick in the A1 slot because it won't post? My best guess is to RMA it for another board. You've eliminated the RAM as being the problem.
