New Build, New Problem!

I recently upgraded my computer and while I'm 95% happy with the new system there is one area where I've noticed a problem. The frame rate in Super Street Fighter IV Arcade Edition (but no other game) while mostly smooth occasionally dips. Not a lot but it is visually noticeable. I never used to have this issue with my old system.

For reference here is my old build;
Intel Core 2 Duo E7500
Asus IPIBL-LB (Pulled from an HP)
2GB DDR2 600MHz
Radeon HD 5570 GDDR3
360GB Seagate HD
Windows 7 32-bit

And here is my new build;
AMD Athlon X4 750K (not currently overclocked)
Gigabyte F2A88X-D3H
2GB DDR3 1333MHz
Radeon HD 5570 GDDR3
360GB Seagate HD
Windows 7 64-bit

(I should also note I'm using a CRT monitor.. in 2014. I did also briefly try on an LCD and got the same results)

Admittedly SF4 has some interesting graphics options. V-Sync is OFF (1. Because I don't need it on and 2. Because I don't want to drop inputs) but Framerate is set to FIXED (Options are Variable, Fixed, and Smooth [changing to smooth provided no better results]). Upon running a Fraps benchmark the log reads that maximum was 61, average was 59, and minimum was 58 but I can visually see there is some dropping of frame rate. Normally I play on mostly High settings but I've even turned them down and that didn't solve it. I don't think its a graphics quality issue as I was playing on mostly High on the last system.

CPU usage sit at around 30% with most of that work load on the fourth 'core'. I've tried adjusting the CPU Priority and CPU Affinity under Task Manager but didn't really get any noticeable results from it.

I'm not really sure where to go from here. If you guys have any suggestions I'd like to hear them. I'd love to get this little annoyance solved.

Just a totally wild guess, but perhaps the lack of L3 cache on the Athlon is causing the issue. Or, it could be 64-bit Windows 7.

Anyway, it is probably either the OS, CPU, or motherboard since the rest of the hardware is identical.

Doubt that it's Win 7 64 bit. I'd be leaning toward the cpu lack of L3 cache.

Actually, could be the operating system. He stuck with 2GB, despite going up to a 64-bit operating system, which has a much larger memory footprint than a 32-bit operating system. I frankly don't think 2GB of RAM is sufficient to run 64-bit Windows.

I'd say he's hitting the page file. He should check his memory usage in Task Manager.

Memory stays at about halfway, right around 1GB so I doubt its tapping into the pagefile. Also the E7500 didn't have L3 cache either. It has 3MB L2 cache and the Athlon has 4MB L2 cache.

Set the framerate to variable and see what fraps says. If it's still locked to 60, that means you really are getting 60 FPS.

Under 'Variable' its reporting min 57, avg 59, max 61. Not a whole lost different from Fixed and Smooth. What would explain the slowdown I'm seeing then?
