The Psu fan doesnt seem to be spinning at all. I think that might be the problem. please help!

This from Antec's site on your PSU:

Unique Dual Fans Technology: exhaust fan starts to spin when the power supply reaches certain temperatures to ensure proper airflow, the second fan spins on power up

If you're looking at the exhaust fan, it may not be hot enough to spin fast.

Anyway, I'd start by checking the voltage rails, either in BIOS or an app. Next I'd run Memtest86+

Right now i cant even get into windows. i get to the post screen and from there the monitor refuses to show anything. Im thinking a fresh xp install, although a pain in the rear due to drivers, will probobly solve something.

could this have anything to do with the fact that i put a new folder directly on the c drive today?

I'm leaning towards hardware problems since it's a new build. Hey, just cuz it's new don't mean it works ;) Faulty ram, PSU or HDD could be corrupting your OS. Like I said above, I'd check PSU voltage rails, run memtest86+ overnight and maybe run a HDD fitness proggie (free for d/l from the manufacturer)

Good Luck with it.

Can you boot another OS? try a knoppix live-cd or a DOS boot disk and if that works. If not take the whole lot out of the case and run it on the desk (non-conductive desk...) to see if it's a short. If it's not that try memtest86.

No, this is just normal use of the file system.
