New build Help

I have an Shuttle AN 45 NF2 mobo and I am just installing it to replace a bad board. I have just the CPU video card, and ram installed and when I power up I do not get video/post. I am stumped as to what it could be I know the video card is ok, and I am pretty sure the CPU is ok...

when you turn it on, does the power light go on and the fans power up? is there any beeping from the motherboard?

Does the power switch, on the front of the box, work or do you have to power down with the main psu switch?

It's a long shot, but will take 2 seconds to try - power it on, wait a few seconds, then hit the reset button & see if that lets you post. My Shuttle mainboard did this to me a few times (it's small form factor, the fx41). The problem went away on its own.

Is the ATX12V power cable plugged into the motherboard? Full specs would help us here too, including brand/model of power supply.
