new build- cd/dvd drives won't open

It's really strange but my cd/dvd drives won't open if the IDE cable is connected to them (if I unhook the ide cables leaving just the power hooked up they open fine) Both of my drives do this so I guess it's not the drives but it's the motherboard. I didn't have time to mess with it too much b/c I had to leave for work. I brought the manual with me and I discovered something. I had the power switch connected to half of the power switch and the other half connected to the reset part. I really hope this is the problem. Can anyone help?

my monitor doesn't seem to get a signal as well.

This is driving me crazy

How are your drives set (Master, Slave or Cable Select) and how are they set on the IDE channels? There might be a better setup, but my rig is set as: System HDD (master on primary ide) backup HDD (slave on primary ide) CDRW (master on secondary ide) DVD-R (slave on secondary.)
Do you have another system you can hook the optical drives to to verify that on another system they work fine? Or try them on your system one at a time? There might also be a low power issue, what's the output rating on your power supply?

Edit: Monitor issue: If you're getting no video, it could be a video card or your system RAM. Try unplugging/plugging in first your RAM; it might not be fully seated. Do the same with your video card. Also, there is probably a BIOS setting to tell the computer to boot to AGP vs. PCI. Don't know which your card is, but set that BIOS setting to match your card type.
