Yes, the 1607 version has the new GUI startup and everything else included with the 1606. I'm not sure what the difference between the two is. I downloaded both just a sec ago and the 1607 version was modified like 3hrs after the 1606 version. I've been using the 1607 for a couple days, and so far I haven't had any problems.
